Major Windows 7 UI Design Flaw

I love having my Taskbar on the right side of my screen because it maximizes the vertical workspace I have on my widescreen monitor. This is important when working on a laptop- especially because the taskbar was made larger in Windows 7. The main problem I have found while working with this config is this: I cannot lock or reboot my computer in the normal way (via the start menu). Here is a screenshot of what I'm talking about:

Doesn't look like a problem at first, but when you move your cursor off of the arrow beside the "Shut down" button, what happens? The menu containing all of the other actions closes making it impossible to select any of the options contained in the menu. How a bug like this gets through the beta phase is beyond me. Anyone know of a fix?

Funny, Yet Also Sad & Disturbing

Sure it's funny and all, but I also find it quite disturbing. What kind of government do we have that lets people get away with stuff like this? Republican or Democrat, I think that we can all agree that this is just plain wrong. If you did this at your job, I can almost guarantee you that you wouldn't have a job the next day. Shame on you Pete Hoekstra.

Idea: Mini Task Manager in the System Tray

Today I came across a blog post about the "Ultra-Compact" Windows Task Manager view. I'd heard about it before, but never really paid any attention to it. I opened up Windows Task Manager and tried it out. Immediately I noticed how convenient it would be to have in my System Tray. Here is a little concept image I put together to better show what I'm thinking:

You would simply click the System Tray icon to open or close the dialog (like is possible with the "Connect to a Network" dialog). Anyone know of a program that does this already? If not, anyone want to make one?
